II. North Dakota Agricultural Products Utilization Commission (APUC)

A. Reengineered in 1991

B. Funded 160 projects since 1993

C. Key in helping groups of farmers with

1. feasibility studies,

2. business plans,

3. organizing expenses,

4. legal and accounting services during the start-up of projects.

D. APUC provides funds with grants in four categories:

1. Basic and applied research grants,

2. Marketing and utilization grants

3. Cooperative marketing grants

4. Farm diversification grants

III. Co-op Equity Loan Program

A. Offered through Bank of North Dakota

B. Loans up to $10,000 from BND, with backing from local lender, to buy shares in new co-ops

C. Below prime interest rates

D. Repayment can be up to 10 years

E. Extra-low payments offered for first 3 years

F. Copied by St. Paul Bank for Cooperatives and Federal Land Bank Association

IV. Value-Added Ag Equity Loan (ENVEST)

A. Designed to allow any North Dakota resident to purchase stock in an ag processing plant

B. Loan must originate with a local lender

C. BND’s share cannot exceed 60% of the total loan

D. Borrower may own no more than 10% of the project

V. Bank of North Dakota

A. Only state-owned bank in the nation

B. Billion dollar institution

C. Projected to add $50 million into ND’s general fund next biennium

D. Injected over $500 million into state economy through participation loans during 1994-97

E. Offers many programs including, First Time Farmer Program, AGPACE, ENVEST and Coop Equity Loan Program
